UPDATE : Israeli military forces demolishes six houses and left 35 people homeless in the Palestinian villages of Um al Kher in South Hebron Hills

aprile 6, 2016 at 10:30 pm

At about 6,30 am on the morning of April 6, Israeli military forces burst into the Palestinian village of Um al Kher and destroyed six houses, leaving 35 Palestinians homeless, including 17 children.

A Palestinian human rights activist and two Operation Dove volunteers, called by the residents of Um Al Kher, immediately rushed in the village in order to monitor the situation but when they reached the village, the area had already been declared closed by Israeli military forces.

During the demolitions Palestinian inhabitants were obliged to stay far from their houses. When a Palestinian man tried to talk with the soldiers, the Border Police officers pushed him violently away.

Um al Kher is a beduin Palestinian village located in the South Hebron Hills area, whose residents are often threaten by Israeli settlers living in the nearby settlement of Carmel.

According to the United Nation Office for the Coordination of Humanitarian Affairs (OCHA) the number of demolitions in 2016 is greatly alarming: until now over 500 Palestinians have been displaced from their homes – equivalent to the total number of Palestinians displaced in all of 2015.

Operation Dove concern about the ongoing escalation of violence in the West Bank

ottobre 6, 2015 at 12:45 pm

Tension increased up to the South Hebron Hills: several attacks against Palestinians

(italian follows)

Tensions between Palestinians and Israeli settlers in the occupied West Bank have soared in recent days after two Israeli settlers were shot dead near Nablus on Thursday October 1 by suspected Palestinian attackers. Since the shootings, there has been an upsurge of settler attacks against Palestinian people and their property.

Clashes have erupted across the occupied West Bank, including East Jerusalem, as a result of ongoing confrontations between Palestinians and Israeli forces at the Al-Aqsa Mosque compound. Palestinians religious authority claim that the continuos and repeated settler’s tours on the al-Aqsa mosque are provocating and violating the sacratility of one of the most important places for the muslims worshippers.

Israeli police says they are restricting access to the Old City of Jerusalem aftera Palestinian man killed two Israelis in the historic neighborhood.Only Israeli citizens, Old City residents, tourists, businesspeople working in the area and students studying there will be allowed to enter, police said in a statement Sunday.

A large number of Israeli settler attacks were reported across South Hebron Hills area during the weekend.

On October 3 at around 10 pm a group of settlers were reported to have stormed al-Birkeh (nearby Yatta), and assaulted an unarmed elderly Palestinian park guard (65 years old), locals said.

On October 3 at night, as Maan News reported, a group of settlers smashed the windows of a car belonging to a Palestinian doctor, Imad Abu Iram, near the village of Zif, south of Hebron.

On October 4, at about 2 am, Israeli settlers attacked the Palestinian village of As-Seefer. After having teared down the fence dividing the village from the settlement of Metzadot Yehuda which surround the palestinian village, the settlers started throwing stones to houses. The attack in the middle of the night scared all families living there and damaged a car, an aluminum canopy and solar panels. Children of As-Seefer, the day after the attack, were too afraid to cross the checkpoint to go to school, and decided to stay at home.

In the early morning of October 4, settlers from Mitzpe Yair illegal outpost closed the road from Birr al Idd to Jinba with a roadblock preventing Palestinian teachers to arrive on time to Jinba school.

On Monday October 5 in order to re-open the road,Palestinians and Ta’ayush Israeli activists removed the roadblock.

On October 5 in At-Tuwani village an army jeep entered the village at 11.25 p.m. and threw 4 stun granades between the houses scaring Palestinians in the middle of the night.

On Thursday October 6, at around 2:00 a.m. settlers raided the village of As-Sefeer for the second time in three days. Settlers threw stones against houses and families, injuring one children of 12 years old from the Abu Qpeita’s family. Settlers also damaged again the solar panels of the village. The injured children was took to Yatta hospital.

OD is registering a very fast escalation of settlers and Israeli military violence in all the West Bank.

This violence against Palestinian civil population cannot be considered as a “war against terrorism” neither cannot be justified with Israeli security needs, but is the direct consequence of the Israeli Occupation plan.

OD looks at the Israeli occupation of the West Bank and the Gaza siege, with its continuing settlement expansion and military repression, as the frame which this escalation is developing in.

OD rejects any kind of violence and recourse to weapon and, at the same time, recognizes the right for Palestinian people to resist.

OD is accompanying and supporting the palestinian nonviolent popular struggle.

OD has maintained an international presence in At-Tuwani and the South Hebron Hills since 2004.

UPDATE: Ongoing threats by Israeli settlers and authorities in the South Hebron Hills Palestinian communities

agosto 12, 2015 at 7:58 am

On August 10, in the morning, two israeli settlers coming from Avigayil illegal outpost, accompanied with a dog, entered the Palestinian village of At Tuwani with the excuse of doing jogging. Palestinian inhabitants and International volunteers tried to prevent them on their way in, but the settlers claimed their right to do jogging and passed through the village. Since Israeli settlers living in the area of the South Hebron Hills represent a serious threat for the people and their assets, Palestinians got immediately scared and nervous.

Palestinian communities in the South Hebron Hills are under continuos threat of eviction by the Israeli Administration of the Occupied Palestinian Territories. In these days the policy of demolitions is targeting the Beduin village of Umm al Kheir, where Palestinians are frightened of remaining once again without a shelter as it happened last autumn. In the meanwhile the adjacent Israeli settlement of Karmel keeps expanding, reducing the living space of Palestininas who rebuilt  new structures in the same place of the demolished ones. This is what gives the DCO the excuse for demolish them once again.

According to the Fourth Geneva Convention, the Hague Regulations, the International Court of Justice, and several United Nations resolutions, all Israeli settlements and outposts in the Occupied Palestinian Territories are illegal. Most settlement outposts, are considered illegal also under Israeli law.

Update: Ongoing re-building works in the Bedouin village of Um Al Kher, in the South Hebron Hills

dicembre 13, 2014 at 12:37 pm

After the Israeli army carried on several demolitions in the Bedouin village of Um Al Kher during the months of October and November, Palestinian inhabitants together with Israeli activists and supported by several International NGOs are now building new structures.

The European Union provided three tin-plated shelters to be used as houses, through the program “Humanitarian Aid and Civil Protection”. Palestinians together with Israeli activists rebuilt the traditional oven for the third time, after it was recently illegally demolished once again; worked on an old well that can now provide water to the village through pumps; built a dirt patch that leads to the above-mentioned well.

On November 19 the DCO issued demolition orders for the three tin-plated shelters. Nevertheless Palestinian inhabitants of Um Al Kher are still strongly committed to the nonviolent popular resistance as a way of defending their right to live on their own land.

Haaretz: Goal of Bedouin relocation: To expel as many Palestinians from their land as possible

dicembre 12, 2014 at 4:27 pm

(Italian translation follows)

Forced relocation plan decrees overcrowding for West Bank Bedouin. Nearby Jewish settlements, meanwhile, sprawl free.

Pages upon pages came out of the fax machine at the Civil Administration’s Central Planning Bureau last week. They contained objections to the establishment of a Bedouin township to be named Talet Nueima (in Hebrew, Ramat Nueima) north of Jericho, which is slated for 12,500 people. This comes on top of objections sent in by registered mail and email.

The Civil Administration subcommittee that deals with such objections will have to read more than 200 objections. Opponents of the plan include Bedouin from the Kaabneh and Jahalin tribes, whom the Civil Administration plans to expel from their homes and resettle in the township together with the Rashaida tribe which is already based in the area. Jericho and nearby Palestinian villages object to the plan as well.

The objectors are represented by the Jerusalem Legal Aid and Human Rights Center; Bimkom – Planners for Planning Rights; the Association for Civil Rights in Israel; and attorneys Sliman Shahin, Basem Karajeh, Tawfek Jabarin and Shlomo Lecker.

An oft-repeated objection is that the Civil Administration drafted the Talet Nueima plan without consulting the Bedouin or the Palestinian communities in the area, and without taking their needs into consideration.

Dozens of private individuals and activists in Israel/Palestine and abroad have also sent in standard objections to the plan.

The Hebrew standard objection states, among other things, that: “The plan disregards the cultural characteristics of Bedouin society – including the division of the family complex, to which entrance is highly restricted.” The objections note that the families “take great care to guard their privacy, and the privacy of women in particular.”

According to this argument: “Allowing this part of their culture to exist requires spatial planning that completely contradicts what the plan contains. Instead of small two-family lots of a half dunam each, the lots must be much larger and include a residential portion alongside a large area that will let family members keep their flocks near their places of residence.” This means at least three dunams (0.7 acres), instead of a quarter dunam, per family.

The plan was preceded by the state’s decades-old policy of uprooting the Bedouin in the West Bank (most of them refugees expelled from the Negev after 1948) by reducing the space available to them, demolishing their shacks and blocking their access to water and markets. The Civil Administration even considers the tarps that protect them from the rain illegal construction and confiscates them.

To solve the problem of the Bedouin’s subhuman living conditions, which as everybody knows came out of the blue, along comes the compassionate Talet Nueima plan (which is comprised of four detailed master plans and two additional plans for roads).

In a letter to attorney Shlomo Lecker, Capt. Yaniv Ya’ari, a consulting officer in the military legal adviser’s office in the West Bank, wrote: “The plan … was prepared to create a suitable planning solution that took the population’s needs into account … in accordance with proper planning principles …. Contrary to your claim, several meetings and hearings have taken place in recent years in which your clients and you were given full opportunity to have your say to present alternative solutions for the area’s inhabitants – the members of the Bedouin population.

According to Ya’ari, “As far as we are concerned, the fact that these talks did not result in agreements is no indication of unwillingness to include the community in the planning process, but only of the regional authorities’ position that the rationale and planning of the proposed programs was preferable to those that you proposed.”

The objection by Bimkom reveals significant shortcomings in planning (on top of the original sin of forced relocation).

It’s possible these shortcomings are innocent mistakes – such as the assumption that the Bedouin’s basic organizational unit is the nuclear, not the extended family, or that the size of the average Bedouin nuclear family is 5.6 people, not the actual 7.1. It’s also possible that because of human error, there are crude discrepancies in the various parts of the plan, which also includes the demolition of already-existing homes of the Rashaida tribe.

P/R: IDF demolishes in the Bedouin villages of Um ad Daraj and Um Al Kher, South Hebron Hills.

October 29, 2014

At-Tuwani – On October 29 Israeli forces demolished a total of four structures in the Beduin village of Um ad Daraj and a traditional oven in Um Al Kher beduin village. Men and women from Um Al Kher were assaulted by Israeli soldiers and Border Police officers, while they were peacefully trying to prevent the demolition.

At 7:40 am Israeli military forces broke into Um ad Daraj with two bulldozers. The IDF demolished a toilet, a shelter for the sheep, a cave used as home and a tinplated house, in which were living eight people.
At 9:00 am the Israeli forces arrived at Um Al Kher village and declared a “close military area” for internationals and Israeli civilians, subsequently pushed the international volunteers present to monitor the human rights violations far from the village, threatening them to be arrested. After that a bulldozer, escorted by Israeli army and Border Police went inside the village damaging a fence and an olive tree.
Palestinians inhabitants of Um Al Kher gathered in front of the traditional oven and tried to peacefully prevent the demolition. Israeli soldiers and Border Police officers attacked them, pushing violently away the women and shoving down a boy. After the aggressions the bulldozer destroyed the oven.

The traditional oven was already demolished, without any demolition order issued for it, on October 27 together with other six structures. On October 28, the oven was rebuilt by the South Hebron Hills Popular Committee together with the inhabitants of Um al Kher. (For more informations about the demolitions on October 27 you can see: www.tuwaniresiste.operazionecolomba.it ).
The traditional oven was rebuilt for the second time by Palestinians before the end of the morning.

Palestinians from the South Hebron Hills keep struggling in a nonviolent way to claim justice and defend human rights.

Israeli police detains Beduins from the village of Umm Al Kheer, International volunteers and Israeli activists

marzo 12, 2014 at 6:39 am

On March 11 the Israeli police detained two Beduins from the village of Umm Al Kheer, two International volunteers and two Israeli activists. Since the early morning two Israeli engineers were taking mesures with technical equipment around the southern part of Karmel Israeli settlemet, around the latest expansion.  There is an ongoing trial about the ownership of the land between the settlement and the Beduin village, because of this is forbidden to anyone to do any kind of work on this land.

When the Beduins approached the area a military vehicle with five Israeli soldiers arrived to escort the engineers. Around 1:30 pm three Israeli settlers arrived, between them the security chief of Karmel, and at 2 pm the Israeli police reached the place. The Israeli soldiers and police showed to Beduins and Internationals maps where the municipal area of the settlemet expands also on the Palestinian owned land. When Beduins and Internationals refused to move back toward the Beduin village a Police officer escorted them on the Israeli street surrounding the settlemet. In the mean time two Israeli activists had arrived.

The Israeli Police realeased the six, giving them back IDs and Passports at 3:50 pm. The charge for the detention was “trespassing”.

_

Settlers stopped Bedouin shepherds on their way to grazing

gennaio 26, 2014 at 2:41 pm

January 25, 2014

In the mornings of January 24 and 25, settlers from Karmel prevented Bedouin shepherds from crossing the hill in front of the Umm Al Kheer village in the South Hebron Hills.

On January 24, some fifty settlers were planting olive trees on that hill. When the Bedouins tried to cross it with their sheep, they were stopped by settlers and forced to move down the hill. Although the Israeli army arrived on the scene, the soldiers did nothing to stop the settlers. Israeli activists arrived to the area and spoke with officers from the District Coordination Office (DCO) and police, asserting the Bedouins’ right to cross the hill.

On January 25, some twenty settlers stopped Bedouin shepherds, Israeli activists and a B’tselem staff member who were crossing the same hill. Several settlers also chased the sheep. After 15 minutes the Israeli army declared the area a closed military zone and forced everyone to leave the place.

—
