After waiting for more than an hour for the soldiers assigned to escort them home after school in At Tuwani,  five Palestinian schoolchildren, aged 8-15, were chased by Israeli settlers armed with sticks as they attempted to reach their homes in the Palestinian village of Tuba.

The attack took place in the early afternoon of Thursday, February 15, as the children attempted to walk home  on a path near the illegal Israeli outpost of Havat Ma’on. Before the attack Operation Dove  volunteers and Israeli lawyers made multiple phone calls to the Israeli army to inform them that the military escort tasked with ensuring the safety of the children had not arrived, but the army did not respond. Without the military escort  the children were unable to walk home on the road which directly connects their villages, but which runs near Ma’on settlement and the illegal outpost of Havat Ma’on. Operation Dove volunteers therefore  accompanied the five children as they tried to reach their homes using an alternative path around the outpost.  As the group passed near Havat Ma’on three settlers ran after the children with sticks and attempted  to prevent them from reaching Tuba.  The children and volunteers were forced to run in order to escape the attack.

Thursday’s failure by the military to adequately protect the children from settler violence and guarantee their right to education was not an isolated incident.  Since the start of the current school semester in mid-January the military escort has been late repeatedly.  The children have been forced to wait in the open, regardless of rain and freezing temperatures, for a total of three and one half over 20 days of school. This policy of negligence on the part of the Israeli army continuously exposes theses children to the threat of settler violence as they attempt to access  their right to education.

Dopo aver atteso più di un’ora la scorta militare che li avrebbe dovuti accompagnare a casa, i bambini palestinesi di Tuba, finita la scuola, sono stati costretti a raggiungere casa percorrendo la strada lunga, accanto all’avamposto illegale di Havat Ma’On: a quel punto sono stati rincorsi e minacciati dai coloni. L’attacco e’ avvenuto nel primo pomeriggio di giovedi’ 15 febbraio; era dall’aprile 2014 che non si registravano episodi cosi’ violenti contro i bambini palestinesi.  Bambini che sarebbero dovuti rientrare a Tuba sotto la protezione dell’ esercito israeliano, passando vicino la colonia di Ma’On, se non fosse che la scorta militare non si e’ presentata al punto di incontro. A nulla sono valse le sollecitazioni telefoniche dei volontari di Operazione Colomba e degli avvocati israeliani,  impegnati a contattare la base militare per assicurare copertura nel servizio di school patrol. Gli stessi volontari hanno accompagnato i bambini a casa attraverso il pericoloso  sentiero, a pochi metri dagli insediamento illegale di Havat Ma’On. Ed e’ proprio dall’ avamposto di Havat Ma’On che tre coloni sono scesi correndo verso i 5 bambini palestinesi e i volontari di Operazione Colomba. Sono scesi armati di bastoni, cercando di intercettare gli scolari diretti verso Tuba, costringendo i bambini a scappare correndo. Con la minaccia di venire aggrediti. Rientro che, a causa della mancata scorta militare e dell’ attacco dei coloni, e’ avvenuto con due ore di ritardo. Una negligenza non isolata visto che, dall’inizio del nuovo semestre scolastico, i soldati hanno obbligato i bambini ad attendere dopo la scuola al freddo e sotto la pioggia per un totale di 3 ore, accumulando 200 minuti di ritardo in soli 20 giorni. Tutto ciò espone i bimbi di Tuba alla violenza, sempre crescente, dei coloni israeliani.

This Saturday morning residents of the Palestinian village of At Tuwani were grazing sheep and enjoying a day of outdoor picnics when Israeli soldiers entered the village en masse, turning the peaceful village into a military theatre. The raid appeared to be part of the price paid by residents for their nonviolent resistance to settler violence in the South Hebron Hills:  twice in recent weeks Palestinians have gathered to peacefully plant olive trees on Palestinian land on the outskirts of the village, near the illegal Israeli outpost of Havat Ma’on.

On the morning of February 11 more than a dozen Israeli soldiers entered the village in military vehicles. The heavily armed soldiers forced their way into houses and courtyards and began questioning the inhabitants, demanding to see all of their children between the ages of 13 and 18. They ordered Palestinians who asked for an explanation for the raid to show their ID’s, and forced several young men to spread their arms against buildings and cars while soldiers searched their bodies and clothing at gunpoint. The soldiers showed no official orders for the raid, but moved from house to house throughout the morning, questioning men and women, terrifying the children, and violating the human rights of the Palestinian residents of At Tuwani. Soldiers also demanded to see the passports of Operation Dove volunteers who were filming the raid.

Saturday’s military invasion was the second time in ten days that Israeli soldiers have completely disrupted work and life in the village of At Tuwani, and it will likely not be the last.  Before leaving the village this Saturday the soldiers threatened to return in the night.

Un nuovo raid militare israeliano ha occupato le strade del villaggio palestinese di At Tuwani, trasformando un normale sabato in un teatro militare: una probabile ritorsione per le azioni non violente che da giorni animano le colline a Sud di Hebron. La mattina dell’ 11 febbraio decine di soldati sono entrati ad At Tuwani, invadendo numerose case e perquisendo gli abitanti palestinesi senza mostrare ordini ufficiali. I militari hanno bussato alla porta di molte abitazioni, dicendo di essere alla ricerca di ragazzini di eta’ compresa tra i 13 e i 18 anni. Nel frattempo sono stati identificati gli uomini e allontanati, armi alla mano, chi poneva troppe domande. Stesso trattamento riservato ai volontari di Operazione Colomba ai quali inoltre non è stata data alcuna spiegazione sui motivi del raid e più volte sono stati minacciati ed invitati ad andarsene. Ma a farne le spese sono stati gli abitanti di At Tuwani, villaggio invaso da jeep e mezzi blindati delle forze israeliane, per la seconda volta in dieci giorni.

Attaccati ancora una volta nella loro quotidianità. Molti ragazzi sono stati fermati, girati con le mani al muro e perquisiti da un soldato, mentre un collega riprendeva e un altro ancora puntava loro il mitra addosso. Tutta la mattinata è stata segnata da un via vai di mezzi militari e incursioni violente che hanno portato le forze israeliane a violare nuovamente  la dignità e i diritti degli abitanti di At-Tuwani. Prima di lasciare il villaggio i soldati hanno inoltre minacciato le famiglie di tornare, questa volta nel buio della notte.

On January 2 the Israeli army failed to escort Palestinian schoolchildren from the villages of Tuba and Maghayir al Abeed both on the way to reach the school in At Tuwani and on the way back home.

In the morning, after 45 minutes waiting for the soldiers, the schoolchildren decided to walk on a longer and more dangerous path, accompanied by Operation Dove (OD) volunteers. The Israeli army claimed on the phone that the soldiers were engaged in a military training and couldn’t escort the children. The two youngest children of the group had to come back home because the alternative path was too hard and they couldn’t attend school. The children finally reached the school walking more than one hour and changing their path because of the presence on their way of Israeli settlers from the illegal outpost of Havat Ma’on.  Because of the Israeli army negligence, the schoolchildren lost more than one hour of lesson.

In the afternoon of the same day the Israeli forces didn’t show up at the meeting point, violating their own duty. After one hour and half waiting, the schoolchildren decided to move, accompanied by OD volunteers, through the longer path. On the way the group met an Israeli army jeep meandering around the illegal outpost of Havat Ma’on. As OD volunteers demanded an explanation for their delay, Israeli soldiers replied they were looking for the meeting point with the children. The schoolchildren succeeded to come back to Tuba and Maghayir al Abeed escorted by the Israeli soldiers and accompanied by OD volunteers, through the long path, itself dangerous. On the way back, some Israeli settlers from Havat Ma’on illegal outpost chased OD volunteers, without reaching them. Some of the settlers gathered near the army jeep speaking with the soldiers.

The Israeli army has the duty to protect the children from the Palestinian villages of Tuba and Maghayir al Abeed on their way to school, but many times their misconduct puts the children in danger or forces them to wait hours and to walk in an area where settlers often have attacked them. Once again, Israeli army negligence didn’t guarantee basic and fundamental rights of the children, as the right to education.

The shortest route connecting the villages of Tuba and Maghayir al Abeed to the rest of the area is a main public road that passes between Ma’on settlement and Havat Ma’on illegal outpost. Because of the presence of Israeli settlements and the ongoing violence from Israeli settlers, Palestinians are not able to use that road anymore.

UPDATE: La lunga e pericolosa strada verso scuola per i bambini dei villaggi di Tuba e Maghayir al Abeed

Il 2 gennaio 2017 l’ esercito israeliano non ha garantito la sicurezza dei bambini palestinesi provenienti dai villaggi di Tuba e Maghayir al Abeed sia durante il percorso verso la scuola di At Tuwani sia durante il tragitto di ritorno.

Alla mattina infatti, dopo aver atteso per 45 minuti i soldati, i bambini hanno deciso di raggiungere la scuola percorrendo la strada più lunga e pericolosa accompagnati dai volontari di Operazione Colomba. L’ esercito israeliano aveva infatti comunicato telefonicamente che i soldati erano impegnati in un’ esercitazione e che quindi non avrebbero potuto accompagnare i bambini. I due più piccoli sono dovuti tornare a casa essendo il percorso troppo arduo per loro e non hanno quindi potuto raggiungere la scuola. Gli altri bambini hanno invece camminato per più di un’ ora per raggiungere At Tuwani allungando maggiormente il tragitto a causa della presenza, lungo il percorso, di alcuni coloni dell’ avamposto illegale di Havat Ma’on. A causa della negligenza dei soldati israeliani i bambini hanno perso più di un’ ora di scuola.

Nel pomeriggio dello stesso giorno la scorta militare non si è presentata al punto d’ incontro; non rispettando ancora una volta il loro compito. Dopo un’ ora e mezza i bambini accompagnati dai volontari di Operazione Colomba hanno di nuovo intrapreso il cammino più lungo. Percorrendo la strada il gruppo ha incontrato una jeep dell’ esercito israeliano che si aggirava nei pressi dell’ avamposto illegale di Havat Ma’on. Alla richiesta di spiegazioni per il ritardo maturato, i soldati hanno risposto ai volontari che stavano cercando il luogo di incontro con i bambini. I bambini sono riusciti a fare ritorno nei loro villaggi di Tuba e Maghayir Al Abeed accompagnati dai soldati israeliani e dai volontari di Operazione Colomba percorrendo il tragitto più lungo, anch’esso pericoloso. Sulla via del ritorno i coloni dell’ avamposto illegale di Havat Ma’on hanno rincorso i volontari di Operazione Colomba non riuscendo tuttavia a raggiungerli. Alcuni di loro si sono poi fermati nei pressi della jeep dell’ esercito per parlare con i soldati.

L’ esercito israeliano ha il compito di proteggere i bambini dei villaggi palestinesi di Tuba e Maghayir al Abeed durante il tragitto verso scuola. Tuttavia molte volte la loro cattiva condotta mette in pericolo gli scolari, li costringe ad aspettare per ore o a camminare in un’ area dove i coloni li hanno spesso attaccati. Ancora una volta le forze israeliane non hanno garantito i diritti fondamentali dei bambini, come il diritto all’ istruzione. La strada più corta che connette i villaggi di Tuba e Maghayir al Abeed al resto dell’ area è una strada pubblica che passa tra la colonia di Ma’on e l’ avamposto illegale di Havat Ma’on. A causa della presenza degli insediamenti israeliani e della continua violenza dei coloni i Palestinesi non possono più percorrerla.

On August 30 Israeli forces (Army and DCO) stopped the works for the renovation of the road between At-Tuwani and Al-Birkeh Palestinian villages, in South Hebron Hills.

The DCO ( Israeli Civil Administration) also confiscated the identity card and the mobile phone of the driver of the bulldozer, that was working on the road, preventing him to leave the area.

After 6 hours (at 9.00pm) the Israeli soldiers gave back the identity card and cellphone, but confiscated the bulldozer. In the meanwhile they also called the Israeli police in order to confiscate a Palestinian car.

With this actions, Israeli forces deny the right of movement of Palestinians people recognized in Article 13 of the Universal Declaration of Human Rights, and in Article 12 of the International Covenant on Civil and Political Rights. They also deny the exercise of other basic rights set in the International Covenant on Economic, Social and Cultural Rights as the right to work, to an adequate standard of living, to health, to education, and to protection of family life.

UPDATE: L’ESERCITO ISRAELIANO FERMA I LAVORI DI COSTRUZIONE DI UNA STRADA PALESTINESE PER PIU’ DI SEI ORE E CONFISCA UN BULLDOZER

Il 30 agosto le forze militari israeliane,esercito e DCO, hanno bloccato i lavori di costruzione della strada che collega il villaggio palestinese di At-Tuwani con quello di Al-Birkeh, nelle colline a Sud di Hebron.

La DCO ( amministrazione civile israeliana) ha confiscato i documenti d’identità e il telefono dell’autista del bulldozer che stava lavorando la strada, impedendogli di abbandonare l’area.

Dopo sei ore, alle 21.00, l’ufficiale della DCO ha riconsegnato il documento d’identità e il cellulare all’autista, confiscando tuttavia il bulldozer. Contemporaneamente i soldati israeliani hanno chiamato la polizia per confiscare una macchina palestinese, presente sul luogo.

Con queste azioni, le forze militari israeliane negano il diritto di movimento dei palestinesi riconosciuto dall’articolo 13 della Dichiarazione Universale dei Diritti Umani, e dall’articolo 12 del Patto Internazionale dei Diritti Civili e Politici. Negano inoltre  l’esercizio degli altri diritti di base enunciati dal Patto Internazionale dei diritti Economici, Sociali e Culturali come il diritto al lavoro, ad un adeguato standard di vita, alla salute, all’educazione e alla protezione della vita famigliare.

The 29 of August marked another day of settlers violence and Israeli Army negligence in the South Hebron Hills.

On the early morning two Israeli settlers went out from the illegal outpost of Havat Ma’on and chased the Operation Dove volunteers in the area, preventing them to arrive at the spot, in which the children from Tuba wait the military escort.

In the afternoon the schoolchildren had to wait the Israeli soldiers for 1 hour and 15 minutes in order to come back home safely.

Few hours later two young Palestinians (accompanied by Operation Doves volunteers) were attacked by a Israeli settler on the way to Tuba village.

The settler went out from the illegal outpost of Havat Ma’on and chased them, trowing stones with the slingshot. The two Palestinian were forced to run to reach safely Tuba.

On August 30 in the afternoon the schoolchildren from Tuba had to wait one hour to come back home. The Israeli soldiers exposed them in a dangerous place, near the Israeli illegal outpost of Havat Ma’on.

Il 29 agosto è stato un altro giorno di violenza da parte dei coloni e di negligenze dell’esercito israeliano nelle colline a Sud di Hebron.

Al mattino due coloni israeliani sono usciti dall’avamposto illegale di Havat Ma’on rincorrendo i volontari di Operazione colomba, impedendo loro di raggiungere il luogo in cui i bambini di Tuba aspettano la scorta militare.

Nel pomeriggio i bambini hanno aspettato i soldati israeliani per un’ora e 15 minuti per poter tornare a casa in sicurezza.

Poche ore dopo due giovani palestinesi (accompagnati dai volontari di Operazione Colomba) sono stati attaccati da un colono israeliano mentre tornavano al villaggio palestinese di Tuba.

Il colono è uscito dall’avamposto illegale di Havat Ma’on e li ha rincorsi, lanciando pietre con una slingshot. I due palestinesi sono stati costretti a correre per raggiungere il villaggio di Tuba incolumi.

Il 30 agosto, nel pomeriggio gli alunni, dopo aver terminato la scuola nel villaggio di At Tuwani, hanno dovuto aspettare per un’ora la scorta militare per poter tornare a casa.  Così facendo, i soldati israeliani hanno esposto al pericolo i bambini in una zone pericolosa, vicino all’avamposto illegale di Havat Ma’on.

August 28 is the first day of school in Palestine: for the 12th year in a row the schoolchildren from Tuba and Maghayir al Abeed are coming to school in At Tuwani and going back home, escorted by the Israeli army.

Even in the first day of the school year the military escort was late: 5 children (age 6/16) was forced to wait one hour in a dangerous place, near the Israeli illegal outpost of Havat Ma’on. The settlers from this outpost in the last school year used violence against the Palestinian children during their journey to school for 5 times.

OD volunteers tried to arrive at the spot to wait with the children the military escort, but some settlers prevented them to use the road to the Palestinian village of Tuba. The volunteers had to take a longer path to reach the children, and in their way back two settlers chase them.

In the last school year 47% of the times children from Tuba and Maghayr al Abeed waited for the escort  to go to school, because the Israeli soldiers were late, missing 18 hours of class.

The road that connects Tuba and Maghayir al Abeed to At Tuwani, became impassable for 15 years, when Havat Ma’on Israeli illegal outpost was built leaving the road between the outpost and Ma’on settlement under continuos threat of violence from Israeli settlers.

UPDATE: Primo giorno di scuola: il diritto all’istruzione non è ancora garantito nelle colline a sud di Hebron

Domenica 28 agosto è il primo giorno di scuola in Palestina: per il dodicesimo anno di fila gli alunni della scuola di At Tuwani provenienti dai villaggi di Tuba e Maghayir al Abeed arrivano e tornano da scuola accompagnati dall’esercito israeliano.

Anche il primo giorno di scuola la scorta militare è arrivata in ritardo: 5 bambini, di età compresa dai 6 ai 16 anni, sono stati costretti ad attendere per un’ora in un luogo pericoloso, nei pressi dell’avamposto illegale israeliano di Havat Ma’on. I coloni di questo avamposto, nello scorso anno scolastico, hanno usato violenza contro i bambini per 5 volte durante il tragitto verso la scuola.

I volontari di Operazione Colomba che stavano raggiungendo i bambini per aspettare i soldati con loro, sono stati bloccati dai coloni israeliani e sono stati costretti a prendere una strada più lunga. Durante il  viaggio di ritorno  i volontari sono stati inseguiti dagli stessi coloni.

Nell’anno scolastico 2015/2016 i bambini di Tuba e Maghayir al Abeed hanno dovuto attendere la scorta in ritardo nel 47% delle volte, perdendo in totale 18 ore di lezione.

La strada che congiunge i villaggi di Tuba e Maghayir al Abeed al villaggio di At Tuwani è diventata inutilizzabile 15 anni fa quando è sorto l’avamposto illegale israeliano di Havat Ma’on. La strada si trova nel mezzo tra la colonia di Ma’on e l’avamposto, sotto la continua minaccia di violenze da parte dei coloni israeliani.
