This Saturday morning residents of the Palestinian village of At Tuwani were grazing sheep and enjoying a day of outdoor picnics when Israeli soldiers entered the village en masse, turning the peaceful village into a military theatre. The raid appeared to be part of the price paid by residents for their nonviolent resistance to settler violence in the South Hebron Hills:  twice in recent weeks Palestinians have gathered to peacefully plant olive trees on Palestinian land on the outskirts of the village, near the illegal Israeli outpost of Havat Ma’on.

On the morning of February 11 more than a dozen Israeli soldiers entered the village in military vehicles. The heavily armed soldiers forced their way into houses and courtyards and began questioning the inhabitants, demanding to see all of their children between the ages of 13 and 18. They ordered Palestinians who asked for an explanation for the raid to show their ID’s, and forced several young men to spread their arms against buildings and cars while soldiers searched their bodies and clothing at gunpoint. The soldiers showed no official orders for the raid, but moved from house to house throughout the morning, questioning men and women, terrifying the children, and violating the human rights of the Palestinian residents of At Tuwani. Soldiers also demanded to see the passports of Operation Dove volunteers who were filming the raid.

Saturday’s military invasion was the second time in ten days that Israeli soldiers have completely disrupted work and life in the village of At Tuwani, and it will likely not be the last.  Before leaving the village this Saturday the soldiers threatened to return in the night.

Un nuovo raid militare israeliano ha occupato le strade del villaggio palestinese di At Tuwani, trasformando un normale sabato in un teatro militare: una probabile ritorsione per le azioni non violente che da giorni animano le colline a Sud di Hebron. La mattina dell’ 11 febbraio decine di soldati sono entrati ad At Tuwani, invadendo numerose case e perquisendo gli abitanti palestinesi senza mostrare ordini ufficiali. I militari hanno bussato alla porta di molte abitazioni, dicendo di essere alla ricerca di ragazzini di eta’ compresa tra i 13 e i 18 anni. Nel frattempo sono stati identificati gli uomini e allontanati, armi alla mano, chi poneva troppe domande. Stesso trattamento riservato ai volontari di Operazione Colomba ai quali inoltre non è stata data alcuna spiegazione sui motivi del raid e più volte sono stati minacciati ed invitati ad andarsene. Ma a farne le spese sono stati gli abitanti di At Tuwani, villaggio invaso da jeep e mezzi blindati delle forze israeliane, per la seconda volta in dieci giorni.

Attaccati ancora una volta nella loro quotidianità. Molti ragazzi sono stati fermati, girati con le mani al muro e perquisiti da un soldato, mentre un collega riprendeva e un altro ancora puntava loro il mitra addosso. Tutta la mattinata è stata segnata da un via vai di mezzi militari e incursioni violente che hanno portato le forze israeliane a violare nuovamente  la dignità e i diritti degli abitanti di At-Tuwani. Prima di lasciare il villaggio i soldati hanno inoltre minacciato le famiglie di tornare, questa volta nel buio della notte.

Children from the Palestinian villages of Tuba and Maghayir Al-Abeed began the first semester of the 2016-17 school year with Israeali soldiers escorting them to their school in the nearby Palestinian village of At-Tuwani. This is the thirteenth continuous year that these children have needed a military escort in order to walk to school safely.
To get to school the children must walk along a road which once provided easy travel between the villages, but which now runs between the Israeli settlement of Ma’on and the illegal outpost of Havat Ma’on. For the past thirteen years violent behavior by settlers from the outpost, the existence of which is illegal under both Israeli and International law, has made the road inaccessible to Palestinians. Even escorted by Israeli soldiers the schoolchildren continue to face the possibility of violence, harassment and intimidation as they walk to and from school.
During the first semester of the 2016-2017 school year an average of eight children between the ages of six and 16 walked with a military escort to and from school in the Palestinian village of At- Tuwani. Under Israeli Knesset Committee for Children’s Rights order, the military escort is responsible for protecting the children from settler violence and intimidation throughout their walk to school in the morning, and their return trip home in the afternoon.

Operation Dove volunteers documented multiple instances in which the military escort failed to provide protection to the children, leaving them vulnerable to settler violence on many occasions during the first semester of the 2016-2017 school year.

Children of Tuba near the illegal outpost of Havat Ma’on on the morning

On January 2 the Israeli army failed to escort Palestinian schoolchildren from the villages of Tuba and Maghayir al Abeed both on the way to reach the school in At Tuwani and on the way back home.

In the morning, after 45 minutes waiting for the soldiers, the schoolchildren decided to walk on a longer and more dangerous path, accompanied by Operation Dove (OD) volunteers. The Israeli army claimed on the phone that the soldiers were engaged in a military training and couldn’t escort the children. The two youngest children of the group had to come back home because the alternative path was too hard and they couldn’t attend school. The children finally reached the school walking more than one hour and changing their path because of the presence on their way of Israeli settlers from the illegal outpost of Havat Ma’on.  Because of the Israeli army negligence, the schoolchildren lost more than one hour of lesson.

In the afternoon of the same day the Israeli forces didn’t show up at the meeting point, violating their own duty. After one hour and half waiting, the schoolchildren decided to move, accompanied by OD volunteers, through the longer path. On the way the group met an Israeli army jeep meandering around the illegal outpost of Havat Ma’on. As OD volunteers demanded an explanation for their delay, Israeli soldiers replied they were looking for the meeting point with the children. The schoolchildren succeeded to come back to Tuba and Maghayir al Abeed escorted by the Israeli soldiers and accompanied by OD volunteers, through the long path, itself dangerous. On the way back, some Israeli settlers from Havat Ma’on illegal outpost chased OD volunteers, without reaching them. Some of the settlers gathered near the army jeep speaking with the soldiers.

The Israeli army has the duty to protect the children from the Palestinian villages of Tuba and Maghayir al Abeed on their way to school, but many times their misconduct puts the children in danger or forces them to wait hours and to walk in an area where settlers often have attacked them. Once again, Israeli army negligence didn’t guarantee basic and fundamental rights of the children, as the right to education.

The shortest route connecting the villages of Tuba and Maghayir al Abeed to the rest of the area is a main public road that passes between Ma’on settlement and Havat Ma’on illegal outpost. Because of the presence of Israeli settlements and the ongoing violence from Israeli settlers, Palestinians are not able to use that road anymore.

UPDATE: La lunga e pericolosa strada verso scuola per i bambini dei villaggi di Tuba e Maghayir al Abeed

Il 2 gennaio 2017 l’ esercito israeliano non ha garantito la sicurezza dei bambini palestinesi provenienti dai villaggi di Tuba e Maghayir al Abeed sia durante il percorso verso la scuola di At Tuwani sia durante il tragitto di ritorno.

Alla mattina infatti, dopo aver atteso per 45 minuti i soldati, i bambini hanno deciso di raggiungere la scuola percorrendo la strada più lunga e pericolosa accompagnati dai volontari di Operazione Colomba. L’ esercito israeliano aveva infatti comunicato telefonicamente che i soldati erano impegnati in un’ esercitazione e che quindi non avrebbero potuto accompagnare i bambini. I due più piccoli sono dovuti tornare a casa essendo il percorso troppo arduo per loro e non hanno quindi potuto raggiungere la scuola. Gli altri bambini hanno invece camminato per più di un’ ora per raggiungere At Tuwani allungando maggiormente il tragitto a causa della presenza, lungo il percorso, di alcuni coloni dell’ avamposto illegale di Havat Ma’on. A causa della negligenza dei soldati israeliani i bambini hanno perso più di un’ ora di scuola.

Nel pomeriggio dello stesso giorno la scorta militare non si è presentata al punto d’ incontro; non rispettando ancora una volta il loro compito. Dopo un’ ora e mezza i bambini accompagnati dai volontari di Operazione Colomba hanno di nuovo intrapreso il cammino più lungo. Percorrendo la strada il gruppo ha incontrato una jeep dell’ esercito israeliano che si aggirava nei pressi dell’ avamposto illegale di Havat Ma’on. Alla richiesta di spiegazioni per il ritardo maturato, i soldati hanno risposto ai volontari che stavano cercando il luogo di incontro con i bambini. I bambini sono riusciti a fare ritorno nei loro villaggi di Tuba e Maghayir Al Abeed accompagnati dai soldati israeliani e dai volontari di Operazione Colomba percorrendo il tragitto più lungo, anch’esso pericoloso. Sulla via del ritorno i coloni dell’ avamposto illegale di Havat Ma’on hanno rincorso i volontari di Operazione Colomba non riuscendo tuttavia a raggiungerli. Alcuni di loro si sono poi fermati nei pressi della jeep dell’ esercito per parlare con i soldati.

L’ esercito israeliano ha il compito di proteggere i bambini dei villaggi palestinesi di Tuba e Maghayir al Abeed durante il tragitto verso scuola. Tuttavia molte volte la loro cattiva condotta mette in pericolo gli scolari, li costringe ad aspettare per ore o a camminare in un’ area dove i coloni li hanno spesso attaccati. Ancora una volta le forze israeliane non hanno garantito i diritti fondamentali dei bambini, come il diritto all’ istruzione. La strada più corta che connette i villaggi di Tuba e Maghayir al Abeed al resto dell’ area è una strada pubblica che passa tra la colonia di Ma’on e l’ avamposto illegale di Havat Ma’on. A causa della presenza degli insediamenti israeliani e della continua violenza dei coloni i Palestinesi non possono più percorrerla.

On December 27 a group of ten Israeli soldiers entered in At-Tuwani Palestinian village during the night. They walked inside the village, entered in a private courtyard and pointed their weapons at the door of the house. When International volunteers asked them the reason of the raid the soldiers answered that they were doing a military training.

Israeli Army use this trainings to intimidate Palestinian population in Massafer Yatta area and to deny them dignity and rights.

La sera del 27 dicembre una decina di soldati israeliani sono entrati nel villaggio palestinese di At-Tuwani. I militari hanno camminato nel villaggio, sono entrati in un cortile e hanno puntato le loro armi alla porta di una casa. Alla richiesta di spiegazioni da parte dei volontari internazionali, i soldati hanno affermato che si trattava di un’esercitazione militare.

L’esercito israeliano usa queste esercitazioni per intimidire gli abitanti palestinesi della Massafer Yatta e per negare loro dignità e diritti.

In the morning of December 6 Israeli Army and Civil Administration (DCO) officers burst into Susya Palestinian village in order to dismantle a solar panel system.

Israeli soldiers cut electrical cables, seizing solar panel’s fixing structures and some electrical control boxes, leaving the east side of the village without electricity.

For one hour Israeli forces moved inside Susya, taking pictures and looking for alleged new installations.

Waiting for Israeli government decision about the entire demolition of Susya Palestinian village, day after day the Israeli Civil Administration (pushed by settlers’ movement) continue to deny fundamental human rights to Susya’s community.

UPDATE: Le forze israeliane lasciano senza elettricità una parte del villaggio palestinese di Susya

Nella mattina del 6 Dicembre, forze armate e ufficiali dell’Amministrazione Civile israeliana hanno fatto irruzione nel villaggio palestinese di Susya allo scopo di smantellare dei pannelli solari.

I militari israeliani hanno reso inutilizzabile l’impianto elettrico, tagliandone i cavi e sequestrando la struttura di fissaggio dei pannelli e delle centraline di controllo, lasciando così senza elettricità la parte est del villaggio.

Per un’ora i soldati israeliani si sono mossi tra le abitazioni palestinesi, cercando e fotografando le presunte nuove installazioni.

In attesa che il governo israeliano si pronunci sulla demolizione dell’intero villaggio di Susya, giorno dopo giorno l’Amministrazione Civile israeliana, sotto la pressione dei gruppi che rappresentano i coloni, continua a negare i diritti umani fondamentali agli abitanti di questo villaggio.

On October 26 the Israeli escort army (that has to accompany the children from Tuba and Maghayr al Abeed Palestinians villages to school) didn’t show up. After more than one hour waiting, the children decided to walk home without soldiers. Meanwhile, Israeli settlers coming from the illegal outpost of Havat Ma’on were blocking their way home, standing on the road.
Palestinian children and Operation Dove volunteers had to take a longer road to reach the village of Tuba safely.

In the morning of the same day the Israeli army was half an hour late for the children’s escort.

Misconducts of Israeli escort army and violent behaviors of settlers put Palestinian children in danger and deny their right to education, violating Articles 2-3-6-16-19-38 of the International Convention on the Rights of the Child and Article 26 of the Universal Declaration of Human Rights.

UPDATE: La scorta militare non si presenta e i coloni bloccano la via di casa ai bambini palestinesi

Il 26 ottobre la scorta militare israeliana (che ha il dovere di accompagnare i bambini di Tuba e Maghayr al Abeed a scuola) non si è presentata Dopo più di un’ora di attesa, i ragazzi hanno deciso di tornare a casa senza soldati. Nel frattempo coloni israeliani provenienti dall’avamposto illegale di Havat Ma’on bloccavano il cammino, fermandosi sulla strada.
I bambini palestinesi e i volontari di Operazione Colomba han così dovuto prendere una strada ancora più lunga per raggiungere il villaggio di Tuba in maniera sicura.

La mattina dello stesso giorno l’esercito israeliano ha ritardato mezz’ora prima di scortare i bambini.

Le negligenze dei soldati e i comportamenti violenti dei coloni di Havat Ma’on mettono i bambini palestinesi in pericolo e negano il loro diritto all’educazione, violando gli articoli 2-3-6-16-19-38 della Convenzione Internazionale sui Diritti dell’Infanzia e l’articolo 26 della Dichiarazione Universale dei Diritti Umani.

On September 23, at about 5:30 pm, two Palestinian shepherds, one of them minor, were grazing their flocks on their own land in Khelly valley between At-Tuwani Palestinian village and Ma’on Israeli settlement when Israeli soldiers reached the spot and intimated them to go away. One of the shepherd left the area coming back to At-Tuwani village.

After few minutes two Israeli Army jeep entered inside At-Tuwani village. A group of 8 Israeli masked soldiers searched the shepherd inside two Palestinian houses, scaring children and women that were gathering in the house for the evening. Soldiers didn’t find the shepherd but they intimated the father of the minor one to don’t approach the settlement with the sheep.

The valley where the Palestinian shepherds were grazing, and a part of the hill beside Ma’on Israeli settlement are recognized as Palestinian land also from the Israeli Civil Administration but settlers and Israeli forces prevent Palestinians to access their land claiming that they are violating security area of the settlement. In this case Israeli soldiers decided to punish also the families of the young shepherds, searching inside their houses, without a clear reason.

In the last week Israeli forces burst into At-Tuwani village three times, searching inside the houses, without explanations, intimidating the local community. Last saturday Israeli armed settlers coming from Havat Ma’on Israeli illegal outpost threatened the Palestinian inhabitants of At-Tuwani, breaking into the village. In the meanwhile the works of expansion of Havat Ma’on Israeli outpost, illegal under Israeli law, and settler violence are going on with the connivence of the Israeli forces.

UPDATE: SOLDATI ISRAELIANI IMPEDISCONO AI PASTORI PALESTINESI DI PASCOLARE SULLA PROPRIA TERRA E FANNO IRRUZIONE NEL VILLAGGIO DI AT-TUWANI

Il 23 settembre, alle 17:30 circa, due pastori palestinesi, uno dei quali minorenne, stavano pascolando le greggi sulla loro terra, nella valle situata tra il villaggio palestinese di At-Tuwani e la colonia israeliana di Ma’on. Sono arrivati sul luogo dei soldati israeliani, che gli hanno ordinato di andare via. Uno dei due pastori ha lasciato la zona, tornando al villaggio di At-Tuwani.

Dopo pochi minuti due jeep dell’esercito israeliano sono entrate nel villaggio di At-Tuwani. Un gruppo di 8 soldati mascherati sono entrati a perquisire due case palestinesi, spaventando le donne e i bambini che erano in casa per la cena e la serata. I soldati non sono riusciti a trovare il pastore che avevano fermato precedentemente, ma hanno ordinato a suo padre di non avvicinarsi alla colonia con le pecore.

La valle dove stavano pascolando i pastori palestinesi è riconosciuta come terra palestinese anche dall’autorità civile israeliana, ma i coloni e l’esercito israeliano impediscono ai palestinesi di accedervi, affermando che minacciano la sicurezza della colonia. In questo caso i soldati israeliani hanno deciso di punire anche le famiglie dei pastori, perquisendo le loro case senza una chiara motivazione.

Nell’ultima settimana le forze israeliane hanno fatto irruzione per tre volte nel villaggio di At-Tuwani, perquisendo le abitazioni e spaventando gli abitanti. Sabato scorso dei coloni provenienti dall’avamposto israeliano di Havat Ma’on sono entrati armati nel villaggio di At-Tuwani e hanno minacciato gli abitanti. Nel contempo i lavori di espansione di Havat Ma’on, un avamposto illegale anche per la legge israeliana, e la violenza dei coloni, continuano con la connivenza dell’esercito israeliano.

In the night of September 18, at 9:30 pm, Israeli Army entered inside At-Tuwani Palestinian village. The soldiers, face covered, searched six Palestinian houses, checking ID card of men and scaring women and children who were sleeping inside.

Israeli military prevented Operation Dove volunteers to follow them inside the houses during the raid, keeping them away and threatening them. The soldiers didn’t give the Palestinian inhabitants any explication about the action.

At 10 pm the soldiers left the village walking toward Havat Ma’on outpost direction.

Just a day before (September 17) Israeli settlers from Havat Ma’on illegal outpost burst into At Tuwani village threatening Palestinians. The Israeli Army (which is supposed to defend the residents from the settlers) didn’t stop them but stopped and searched Palestinian cars at the entrance of the village.

It seems the collaboration between settlers and soldiers is going on undisturbed.

UPDATE: Soldati israeliani fanno incursione nel villaggio palestinese di At-Tuwani.

Nella notte del 18 settembre, alle 21:30, l’esercito israeliano è entrato all’interno del villaggio palestinese di At-Tuwani. I soldati, a volto coperto, hanno perquisito sei case palestinesi e controllato le carta d’identità degli uomini, spaventando donne e bambini che dormivano all’interno.

L’esercito ha impedito ai volontari di Operazione Colomba di seguirli all’interno delle case durante l’irruzione, tenendoli lontani e minacciandoli. I soldati non hanno dato gli abitanti palestinesi alcuna spiegazione circa la loro operazione.

Alle 22:00 i soldati hanno lasciato il villaggio camminando verso l’avamposto israeliano di Havat Ma’on.

Appena un giorno prima (17 settembre) coloni israeliani provenienti sempre da Havat Ma’on avevano fatto irruzione nel villaggio di At-Tuwani minacciando i Palestinesi. L’esercito israeliano, che avrebbe dovuto difendere i residenti dai coloni, non solo non li ha fermati ma ha iniziato a perquisire le automobili palestinesi all’ingresso del paese.

Sembra che la collaborazione tra i coloni e soldati stia andando avanti indisturbata.
