On March 17 at about 3:30 pm a settler from the Illegal Israeli outpost of Avigayil, located in the South Hebron Hills, approached a Palestinian shepherd from the nearby Palestinian village of Qawawis who was grazing a flock on Palestinian land. The shepherd began filming as the settler called the Israeli army.

Israeli soldiers arrived on foot from the outpost . They told the shepherd they were detaining him because he was in a closed military zone and prevented him from exercising his right to access the land. When a Palestinian human rights worker and two international volunteers arrived the soldiers began to yell at them and ordered them to leave the area as well. The soldiers showed them a map and claimed that the area was a closed military zone.

The soldiers confiscated the shepherd’s camera and deleted the video, then blindfolded the shepherd and took him into the illegal outpost of Avigayil. They then transported him to the military base at Susya,. They released him at about 6:00pm.

Residents of the village of Qawawis have experienced years of intimidation and harassment by Israeli soldiers and settlers from the illegal Israeli outposts of Avigayil and Mitzpe Yair, including assault, serious injury, burning and destruction of crops, vandalism, military demolitions of homes, animal enclosures and agricultural buildings, and arrest and detention of shepherds as they access their land.

The Israeli outposts of Avigayil and Mitzpe Yair are illegal under both International and Israeli law, as are all of the outposts in the West Bank.

On the morning on March 4, at about 8 am, three Israeli settlers, two adults and one child, chased and attacked two International volunteers who were walking from the Palestinian village of At Tuwani to the Palestinian village of Tuba, near the illegal Israeli outpost of Havat Ma’on. The settlers covered their faces and threw stones repeatedly at the volunteers and chased them to Tuba village. The volunteers escaped the settlers by running and arrived safely in the village of Tuba.

Later the same morning, at about 10am, a settler in a car from the illegal outpost of Havat Ma’on, reached a group of five Palestinian children and one young woman, who were gathering herbs. The settler drove off the road towards the group  and the Palestinians immediately left  the valley to a safer area, where they waited with international volunteers.

About one hour later two settler children came from the illegal outpost with slingshots and threw stones towards the group. The same two settler children threw stones at a Palestinian shepherd and his children while they were grazing their sheep near the illegal outpost on February 28, and frequently practice with slingshots near the outpost.

International volunteers in the South Hebron Hills have documented an increase in settler harassment of Palestinians in recent weeks.  Many Palestinian families in the area make their living from grazing sheep and goats, and collecting herbs and raising  crops. Because the spring agricultural season is short it is essential that these families have safe access to their land at this time of year. Settler violence and harassment which limits Palestinian access to land during the spring planting, harvesting and grazing season impacts the families throughout the year.

The Israeli settler outpost of Havat Ma’on is illegal under both Israeli and international law, as are all of the Israeli outposts in the West Bank.

UPDATE: Palestinesi e  volontari internazionali attaccati dai coloni israeliani dell’avamposto illegale di Havat Ma’on

On the morning of February 14 Israeli soldiers detained a Palestinian shepherd who was grazing his flock on in a valley on Palestinian land near the illegal Israeli outpost of Havat Ma’on, near the Palestinian village of At Tuwani in the South Hebron Hills.

The soldiers herded the flock and forced the shepherd to move into an area which is Palestinian land but which Israeli Authorities have declared closed to Palestinians. International volunteers observed the soldiers kicking a goat to force the animals to move. The soldiers detained the shepherd there for two hours until Israeli police arrived. Israeli settlers also entered the area from the illegal outpost of Havat Ma’on and international volunteers observed the soldiers acting at the direction of the settlers.

The soldiers showed the shepherd a map which showed a small area of land where they told him he was allowed to graze his flock, however the land they showed him was isolated, with no direct path on which they would allow him to take his flock.

When the Israeli police arrived they released the shepherd and the flock.  Although all of the land surrounding the illegal outpost of Havat Ma’on is Palestinian, settlers and Israeli authorities have outlined a band of land around the outpost and have forbidden the shepherds from using this land to graze their flocks. Settlers frequently call soldiers to harass Palestinian shepherds even when they are grazing their flocks outside that band, on land where their presence is clearly not forbidden. In this way the grazing area has been reduced, and shepherds who do choose to access the land face the possibility of attacks by settlers, detention, arrest, and the interruption of their work day.

All of the Israeli settlements, including the settlement of Ma’on, are illegal under international law. The outposts, including Havat Ma’on, are also illegal under Israeli law.

The shepherds were grazing their flocks near the village of Shabel Butum, when two settlers arrived, threw stones and beat the shepherds with sticks. The Palestinian shepherds were injured. One shepherd successfully returned home alone, but the other had to wait for Operation Dove volunteers, because there were settlers on the route.

On the same morning, a settler driving a  car came out from the Illegal outpost of Havat Ma’on, going toward Palestinian shepherds grazing in the area. The settler, armed with a rifle, tried to reach them. The shepherds were able to move quickly away thanks to the presence of International volunteers.

Ha’aretz: Israel demolishes 23 homes in Hebron area to make way for IDF training zones

febbraio 6, 2016 at 5:30 pm

Amira Hass Feb 03, 2016 1:23 AM

The Civil Administration in the West Bank on Tuesday demolished 23 homes and three outhouses in the southern Hebron hills villages of Jinba and Halawa. According to Israeli activists who reached Jinba by midday, shortly after the demolitions, 78 people had been living in the newly-built homes, including 60 children.

These are two of the 12 villages in the area that have been waging a legal battle for 17 years in an attempt to prevent their evacuation and demolition so they can be used as army training areas. The European Union has been closely following the villagers’ campaign, and has repeatedly stated it would view their evacuation as a coerced uprooting of a protected population, a contravention of international law.

On February 2nd, the military Israeli escort that must accompany the children from Tuba and Maghayr al Abeed Palestinians villages to school didn’t show up. Operation Dove volunteers and Israeli activists made several phone calls to the army base, but the soldiers didn’t give any explanation about their misconduct.

The children decided to take a longer path, but they were forced to stop by two settlers from Havat Ma’on illegal oupost who passed more times on the road by car. The children were very scared and ran away but one settler chased them. The settlers also prevented Operation Dove volunteers to reach the children, blocking their way with the car and following them.

The children couldn’t reach the school and they had to came back home because of the misconduct of the soldiers and the violence of the settlers.

In the same morning Israeli soldiers in the area harassed Palestinian shepherds grazing the flocks, pushing them away from their lands.

Almost every day misconducts of Israeli escort army and violent behaviors of settlers from Havat Ma’on put Palestinian children in danger and deny their right of the education, in violation of Articles 2-3-6-16-19-38 of the International Convention on the Rights of the Child and Article 26 of the Universal Declaration of Human Rights.

On February 2, after a breakdown in the mediation between Massafer Yatta Palestinian villages and the State of Israel, Israeli forces burst into the Palestinian villages inside the so called Firing Zone 918 in South Hebron Hills area in order to implement the demolition orders delivered in the last months.

The Israeli army, in the early morning, closed all the entrances of Firing Zone 918 with checkpoints near the Palestinian villages of Bir al Idd and Al Fakheit, denying Palestinians and Internationals the freedom of movement.

In the Palestinian village of Jinba, Israeli army, Border Police and DCO demolished 15 houses and fired sonar and gas bombs against Palestinian inhabitants, who tried to defend their homes.

Israeli civil administration confiscated several solar panels used to produce electricity.

In the Palestinian village of Halaweh, the Israeli forces destroyed another 9 houses; for a total of 24 structures, leaving Palestinian men, women and children without shelters.

Israeli Police confiscated International volunteers and Palestinian activists’ car, in order to prevent their human rights monitoring work.

*“Firing Zone 918″ is the Israeli military’ s term for a southern part of the West Bank (oPt), in the South Hebron Hills, where Palestinians have been living there since the 19 thcentury as permanent residents. Although over 1.000 civilians are living in that area, the Israeli army still uses it for military trainings and the state of Israel aims to evict all the Palestinian villages inside.
